I hope this Photoshop tutorial will help somebody 
1. Create a new document (Ctrl+N) with a black background.
2. Fill it with red and black Radial Gradient Tool.
3. Create a new layer. Fill it with black or white background. Set defoult foreground and background colors 
. Go to Filter/Render/Difference clouds.
4. Repeat filter several times.
5. Change layer mode to Color Dodge.
6. Create any text layer.
7. Create Vector Mask 
. Fill it with black and white Radial Gradient Tool.
8. Change layer mode to Overlay.
